High Keep guards drop finesteel swords and range from lvl 25-38ish I think

Sol a goblins might be a good bet for you. Fine steel weaps (and rusty mixed in that you can ignore) and ore bricks. can sell outside at lavastorm druid rings or in sola to goblin merchant with sneak.

Droga. Save the salts and skins and sell them as a packaged for chardok faction. The armor drops sell for more than the fine steel as well.

I got a lot of bronze drops in Najena on my necro.

Looking at the map, to the right of area (2) is a central area, with a lot of tunnels running around it. There were three skeletons around there that I would camp on my necro, and I'd often have to kill an ogre and a goblin as well. Dropped tons of bronze weps and armor. Depending on your level and class, you might find it difficult - but it was great for me in the mid 20's. Almost never saw anyone there, either.

I second Droga, with some zone knowledge and some luck on drops you can really clean up in there.
