Frustrated as hell, cannot find a fix for scroll/zoom not working

I've been playing p99 a while but this issue only started recently (ive always used the same PC)

I log in and i simply cannot zoom in and out or scroll through chat with my mouse wheel or laptop pad (two fingers).

It works in every other application on my PC.

It is not a camera issue.

I checked the option in options (im not an idiot)

tried changing every relative option I could find.

I could fix it before by restarting the PC or switching between full screen and windowed, but now that doesnt even work.

I do NOT want to be stuck in first person forever, and do not want to have to resort to changing camera angles constantly.

IS THERE A G-D FIX FOR THIS ??? its so frustrating.
