Miscellaneous: Heretic Faction and Erudin guards

I have been killing Erudin guards for awhile now, trying to raise my heretic faction for the quests in paineel. I am still threateningly to the guards of paineel after killing 20 or so Erudin guards.

Yes I get the Heretic faction message but it seems as if the paineel guards aren't even on that faction.

After reading through a few posts on allakhazam, killing 15+ guards should at least raise your faction to indifferent.
