odd game "crash" issue

I replaced my 1080ti with a 2080ti, since doing this I am having odd eq problems. Out of the blue the frames will not update.. it will appear eq is locked but everything is happening still, i can type and group can see it (but I can't see myself type). I can hear everything going on, no movement keys work (on my end, maybe I am moving in game, don't know), video is just frozen.. but I can /sit and /camp etc.. not sure what is causing this. I do not have this problem on my 1080ti. I run in window mode and have gsync turned off. (does it with gsync on or off btw).

ideas?
