Default Raid Spawn Location

So, one of the well known parts of the Play Nice Policy here is this one:

Guilds may not have any more than two representatives present at a raid spawn location.

As far as I know, this is the clause that causes everyone to go line up at the zone line to wait when there are raid mobs in window. I have noticed that sometimes, people seem to be lining up inside the zone, but staying at the zone in location. In other cases, people seem to be waiting outside of the zone. Is there a list anywhere of where you're allowed to be while waiting for something to spawn? How did these locations get determined? Or are you always allowed to wait in zone at the zone line, and it is just not commonly done in places like Fear because it is a mess on repop?

As someone dabbling into the lower end of the raiding scene, I'm trying to figure out where I'm allowed to be to go after things. I thought for a while it was not in zone, since I had seen people lined up at the portal in feerott, but then ran into people at the zone line in EJ waiting for Sev, and at the WL zoneline waiting for AoW, so now I'm not really sure how close to things I'm allowed to be if I'm not a tracker.

People wait in Feerrott because PoF needs to be kited/controlled before zoning in.. Being inside the zone, but at the entrance is acceptable.

On mobs like Nagafen, etc -- remember, if you agro it, you kill it. If you train it, you concede it.. be careful with your agro when racing

Wrong.... you can not be inside Fear or Hate as per Sirken. His answer was because they staff said so.

Everything else as far as I know is have to be at a ZL.

I asked Sirken about Fear, and Tupakk is correct. Cannot be in Fear at zone line, must be in Feerott other than the two trackers.

I didn't think you were lying, but I figured the best thing to do with getting conflicting information from people would be to go and ask Sirken to clarify whatever the current policy is.
