Most any Windows 10 tablets should be able to run EQ. I have a Surface Pro Core M3 that runs it flawlessly but I also have an older generic tablet that came with Windows 7 that also runs EQ without a problem before I got the Surface Pro.

If you just have the hardware and not enough money to buy a legal license, I currently am running Lubuntu 17.10 and P99 works , with some tweaking, super smooth.
PlayOnLinux is marvelous for Linux Gaming and it really speeds up the setup of P99. After 2 weeks here, have never had any issue with it. I might be tempted to say it can even run on Nouveau drivers if you want to keep your system truly Open Source.
