Classic Velious UI Version 4

I used to use a very old Velious-style UI on p99 but it does not support the new spells file and breaks all of my spell icons. The new velious_ui_v3 provided for p99 under "Getting Started" supports the new spells file but the new gems do not have hover/click animations and are unpleasant to look at. Various elements in the v3 UI are also too bright of a contrast against the dark theme.

So, I've created an updated theme I have cleverly named "version 4"! It's the same UI but with fixed spell gems and a slightly darker contrast on all of the bright-white borders.

I was able to test the gem graphic alignment on every spell except for druid-root type gem icons and wizard-ice type icons. If you think the gem graphic is a pixel or two off in some direction, please post a screenshot and I will fix it!
