I'll check it again to make sure the powder was correct but it was the black powder from a nok shaman -- perhaps identify would say something different.

Not sure if this helps you. But, I completed this quest about 4 days ago. I even linked the Visions of Sebilis scroll to Nilbog who happened to be standing in FV at the time.

Completed this quest on Friday as well. Didn't have any problems. Are you sure you had the correct items listed here?

Even if he didn't hand in the correct items the old world NPCs hand you back anything that's not needed for the quest, so you would think that this NPC should do the same...

The quest worked okay for me.. I can tell by looking at your screenshot that you handed in the wrong items. The npc should repeat their "you don't have the right items" speech [itemcount - 1] times. So, for 4 items, you should have gotten 3 messages from Luminaire, and then the reward speech.

Most npcs do not hand back items. Some do, and haven't been changed otherwise. Definitely do not rely on that.

yes, those are exactly the items I turned in, and she ate them.
