Rogue epic haste, what lvl does it kick in?

you can use the rogue epic at lvl 46, but does the effect only work at that lvl or at 50, like the clicky epics?

To my understanding, the item itself applies haste. So equipping it gives both your main hand and offhand, haste.

Also backstabbing haste now iirc.

Haste on it is worn and works at lvl 1, which is why the epic used to be so amazingly powerful. However, now with the lvl 46 requirement, can’t equip until 46 a so that’s when haste will work.
