This man in South Qeynos supposedly has starter caster armor quests. Is he there, I could not find him anywhere.

Those quests are Luclin era. You won't find him. The items are way overpowered for classic.

Ok, so, can I assume the only quests, items etc. available are listed on the p99 wiki? I'm only asking so I know not to look into some quests and not others. I remembered EQ having a lot of quests but maybe most were added later. Thank you for answering my question, I appreciate it very much.
