I was always curious why the Orc Scalps quest in HHP gave so much experience as I never heard of this when I was playing live. At first I thought it was some hidden thing that was found during P99 research, but I could not locate any data to suggest these gave good experience.
Might I ask what evidence was used to give such high exp gains on P99?
I found a compelling post to suggest these did not give any significant EXP gains, as well as other posts mentioning they were just for faction. Maybe there is a smoking gun somewhere for the high exp, but I'm not seeing it.

Post was dated 7/12/99. On P99 the exp gains appear to be 40 scalps = 100% of level 16 for a Gnome Wizard. That is about 18,000 experience points per hand in. If that is true, this level 18 in the post should have gained 216,000 experience points from handing in 12 scalps, which would have gained them 21% into level 19. Instead it didn't even move.

Also in newsgroups search "Erudite Enchanter lowbie help ?" or "orc scalp exp" and click on the thread, mentions minimal exp gains, you would expect them to be raving about the EXP gains at level 15:

When you hit 15 or so, go to hunt in HH and collect gnoll scalps and orc scalps. Turn in the scalps to the Captain closest to each camp. Captain Orben near the gnolls and the other Captain for orc scalps. You recive positive Militia faction without taking a hit on the KoT. Not positive, but i believe that the faction hits are only good for these quests (meaning you take no negative hits at all) Minimal Exp and you also get up to 4-6gp per scalp. Easy quest and good faction.

Sorry, but the ears, orc scalps and gnoll scalps give NO exp. The yellow "you have gained experience" message does show up when you turn them in, but gives no exp that is noticeable. AT level 20 I turned in about 65 of these (had to wait til I was not KOS to the guards) and my exp bar did not move.
These are strictly for factions only, and a few coins. Better deal is to sell them to those trying to raise factions. They sell for 1p to 2p, vs the 2-5 gold you will get from doing quest

ok, I wacked one of the vollies on purpose cuz it was annoying.

Note that his level isn't mentioned, just bringing it up. Another poster responded that he needed to be indifferent to get it, but I believe that was disproven in other threads.

Conclusion, orc scalp collecting should give no visible exp gains at any level. I think it is pretty compelling to also change the gnoll scalp collecting bounty as well as it is mentioned those are also 'minimal' exp gains.
