Unhappy Laptop Issue *updated info* HELP!

Ok will give you the system information, explain the problem and then let you know what I have done so far to try to fix the problem. Hopefully someone has a suggestion.....

This is the problem:


- Acts like there are pixels that glitch, randomly flicker. Usualy along edges of things

- It isn't the Dual or Quad glitch

Here is a picture of it:

This is what I have done so far:


- Installed the latest Video Driver

- Installed DirectX End User (for the prev ver of DirX instead of just DirX 11)

- Checked to see if it was a CPU or GPU heating prob (the new laptop has no problems running the game as far as resource wise.. taking very little of the CPU and GPU to run it according to the performance monitor)

PC Wizzard shows the CPU and GPU running as follows while running the game:

While Running EQ
-----------------
*CPU*
Core 1 & 2 = Average Temp is 57C
(Task manager shows only Average 5% CPU being used)

*GPU*
Average Temp 69C

Both hold pritty steady while running EQ

When not running EQ
---------------------------

*CPU*
Core 1 & 2 Average Temp 47C

*GPU*
Average Temp 56C

Again both hold pritty steady at these temps

- Disabled Intel Speedstep and tested it

- Tried the Compatability Mode and get greeted with errors (after research I read that the new Intel Chips doesn't support and you get errors when you try to use compatability mode)

- Used this in the Shortcut to the program:

C:\Windows\System32\cmd.exe /C start /AFFINITY 2 C:\Project1999\eqgame.exe patchme
Watched with task manager to make sure the affinity was set to one core (it was) so this worked well as far as doing what it was suppose to (but not with helping the problem)

Not sure what else I can possibly do to correct this problem on my wifes Laptop which is brand new....
HELP!!!
Any suggestions?
