weird issue with laptop playing vs custom build 1017 error

I hate to add this into this as ticket trying to figure out a 1017 error as well I have given him the exact same files that my Dell Inspiron 5776 gaming AMD computer and his computer is also a 2016-17 version of a custom built AMD and RX as well. I dont know if it his internet. we disabled firewalls and he only has malwarebytes but not running in the task manager or system tray. we have done the physical copy of game once and the iso version.
still gives 1017 error on his computer. I have tested his account on my laptop and it logs in as Newbie level 1 in South Qeynos and all 6 create new character using his internet so that rules that out. Is it possible that the eqhost.txt needs to be edited? he also signed up for EQEmulator forums.
i use Launch Titanium.bat and so was he and he gets the error from that. i work fine. would Cylock have an answer?
