Swamp of No Hope - Captain Nedar/Mystic Dovan spawn broken

Description: Captain Nedar is supposed to despawn at night and Mystic Dovan is supposed to spawn in his place, and they switch in the morning. Currently it's just Captain Nedar that is up.

Relevant NPCs: Captain Nedar, Mystic Dovan

Relevant LOCs: (2645, 3030, 44) is where Captain Nedar is, and where Mystic Dovan should spawn.

Steps to reproduce bug:

1. Head to Swamp of No Hope
2. Wait a full game day, far away from Captain Nedar just to make sure there's no radius detection.
3. Watch Captain Nedar never despawn

Expected behavior:
He should despawn at 7 or 8pm game time and Mystic Dovan should spawn at 8-10pm game time.

Mystic Dovan is only up at night. If you get there in the day time, there is a Captain Nedar in his spot. Captain will depop at 7 PM game time and Mystic will spawn at 8 PM.

As stated below Captain Nedar spawns to the left of Warlord Hikys. He is only there durning the day, Mystic Dovan is there at night, and there is a game of about an hour (Kunark time) between one leaving and the other spawning. The /loc is 2645,3030.

hes only there during the day, and not just when day starts. Dovan is still there during the day, he takes a while to piss off-nedar spawns later during the day. dont stand near him, otherwise he wont spawn-kinda like camping stuff
