ivandyr hoop out of range eat charges?

will this thing eat up charges if target is out of range? have tons of them from getting mallets, usually pass them out to be used and deleted or given to newbs after depleted. recently needed extra aggro, so we blew a hoop but he claimed no charges were on it(checked myself before handing, had 6 charges). when casted all I saw saw "soandso casting is interrupted" x6 in a row spammed, then nada. I don't really want to waste another one of these simply testing range so I figure here would be a decent place to ask.

Slow obv has a bigger aggro amount, how much would lifetap spam clicks give in comparison? half? quarter? or no real way to tell.
