Skills Question re: Training

I have returned to EQ here on P1999, and started playing along... And just today, after a couple of months of casual play, I realized something. My Sense Heading skill was still at 0. And I'm hammering that sucker regularly. I just figured I'd not seen the skill-ups. Was it always set that you had to put a training point into it before it would skill up, or was that a change here? I just cannot recall. And, are there other notable skills that one should put a point into to ensure they skill up?
