Default invia spell particles on NPC's?

I'm having an issue where i can see players or npc's casting spells but when the spell has finished casting and would hit its target there are no graphics. So for example i cast root on a NPC i can see the green bubbles around the NPC's feet but if another player casts on a NPC/PC i can not see those bubbles around their targets feet. its like this for all spells though. i've tried messing around with particle settings but im having no luck any helpful advice would be appreciated.

Happens often, some say it may be chat filters that block the particles visually if you have the spell messages filtered off.

This just fixed the issue for me. I had the "PC Spells" chat filter disabled. Turning it back on turned my spell effects back on.
