Quest Issue: Bard Guild in NFP not giving mail quest

While working on my bard faction, I've been delivering mail, and couldn't help but notice that Ton Twostring doesn't give out the mail quest. He responds to the hail and to the "I am interested in delivering mail" but he wont respond to the cues of "I will deliver mail to kelethin/highpass/qeynos"

try saying "I will deliver to highpass" instead of "I will deliver mail to highpass"

the second phrase wouldn't work for me on other mail givers but the first one worked.
