Druid Dodge skill cap

Level 23 druid, my dodge skill just hit 99.

In my skill list window, it's showing up as 75 and in RED text.

Now I'm pretty sure pre-50 druid dodge was supposed to be capped at 75, so I have no idea why it keeps going up, but something tells me the skill list is freaking out about it.

Is this a known issue? Is this normal? What's going on here?
