Miscellaneous: Scepter of Mastery: Drop rate

The drop rate for scepter of mastery from Bjrakor the cold seems to be insanely rare. 20+ kills without it...magelo has it listed at 26% drop rate and from comments on allakhazam it seems the drop rate should be between 25-50%. I have yet to see anywhere a comment from live era about how insanely rare it is, but i've heard from other people on p99 camping it similar stories. Drop rate is maybe between 2-5% it seems?
