Leatherfoot Haversacks - Velious?

I'm not sure if these are in yet, or if they're planned for p99 in a later velious patch. Looks like everything is in game except the celestial solvent used to make the embroidering needle (not sure if a celestial temper was used in the original recipe or if it was changed at a later date).

The wiki is a little bit lacking here... so trying to see if this is something we'll be able to craft or if the entry needs to be edited to show it was added in luclin. Any ideas?
