Frequent packet-loss & occasional disconnect

Hello, my problem started for me Saturday.. almost every minute or two, my packets percentage drops down to anywhere from 80-90%, and then goes back to normal. Every once in a while it will result in a disconnection. Called cable company and they basically told me that everything looked fine on their end.. lol. I ran a 'tracert' on the blue server I play on and got these results.. if it helps any:

I DO have a VPN (PrivateInternetAccess) installed.. but this problem is occuring when connected without it. For giggles, I have even enabled the VPN and tried about 7 or 8 different connection locations all over the USA, and ran tracerts.. all have request time outs, but some appear to get further than others. Sorry for the large read, but any help is appreciated, thank you!
