Disregard, there was some item hidden in my inventory that was preventing combines. Relog fixed issue and Legging combine works.

Another bug, however, the Arctic Wyvern Tunic combine resulted in 1 tunic and 5 tunic patterns on success. The patterns shouldn't be produced.
