Game Mechanics: Plane off Growth Zone out

Tree in Growth appears to not be working, tried clicking from everywhere top to bottom / large+shrunk and would always give the can't reach message.

Did it ever have a zone out?

Plane of Growth also has no zone out so we need a porter or xlocer for the melee without gate items.
