Second Account Question

Can I create a second game account? To be clear, i have no interest in two boxing or logging on one account to buff another. I do, however, suffer from altitis. My current account has 8 characters with pretty much all of them ~10. And I've deleted and restarted many characters.

I figure I'll never pick a class and stick with it if I have all of these characters that I can play on my current account, so to counter that I was thinking of creating a new account and a new character. One character to level. If I get altitis I'll just log on my current account. If I want to transfer items from account to account I'll do it the old fashioned way - having a second player hold my crap for me while I log off and log back with the new account.

I suppose I could just delete all of the characters on my current account, but it pains me to do that... Though that my be the route I go...
