No spell or item description

When I go to spell and inspect it there is no spell description. Just cast time and name. Items just have the weight and name. I haven't played since 99-00 so I'm not sure if this is a tech discussion or just the way things were.

You right click items to show stats and such on it. But spells dont show stats til after velious. So wont be happening here.
