Unable to launch keep getting application error

I read the faq after getting this error and havn't been able to fix it. I just installed a fresh EQ titanium with no problems. Deleted the files that were told to delete and moved the others and replaced the old. When I launch titanium i see the screen go black like its going to launch then an application error comes up that says

The instruction at 0x77b4334f referenced memory at 0x00000004. The memory could not be read. Click ok to terminate the program.

Any idea how to fix this? I changed the settings in eqclient.ini and that didn't work.
