Qeynos aqueducts

Are Dark Elves naturally KoS to the training/temple area in here?
I'm keen to move a de necro or de cleric to qhills to meet up with some people and to generally level on this side of the world but want to make sure I can bank/shop. Otherwise I'll try another class
