Default Shaman velius armor quests

Looking at velius armor quests there appears to be 3 for shaman

Thurgadid armor
Kael armor
Skyshrine armor

Are these at all tiered? They seem relatively similar with only the dwarf armor possibly having lessor overall stats but otherwise very similar pieces

They also appear to have opposing faction requirements (giant, dwarf, or dragon)

Is the point to pick which one you want to go for and faction grind while hurting the opposing factions? I would assume depending on race certain ones are harder to grind faction for (dwarfs easier as barbarian, Giants easier as ogre maybe?)

Influencing which faction you chose would then open/close doors on other quests and npc target drops as well I would imagine. What's the best way to tackle velius?

Yes, Thurgadin armor is the weakest of the three.

Kael (Giant) Armor is generally considered to have more "melee centric" stats, with high AC.
Skyshrine (Dragon) Armor is generally considered to have more "caster centric" HP/Mana type stats.

Kael armor pieces drop in WToV (these trash are on Dragon faction). Skyshrine armor pieces drop in EToV (these trash are KoS to everyone).

Generally you will decide on a faction, focus on that and Max it out and try to get all your pieces. If you are trying to min-max you may want pieces from different sets requiring you reset your faction by starting to kill the opposite mobs.

Largely, your faction is determined by what your guild clears. If your guild only farms EToV, then Skyshrine armor will be all you have access to and everyone will be friendly factioned for dragons.

If you're in a hardcore guild, expect them to do all 3 factions (either constantly resetting their faction or having one alt per faction). If you're in a casual guild, expect them to pick a set faction and stick with it for several months farming gear and maxing faction.

Beginning faction points aren't that huge of a factor in the long run but they do exist. It's mostly deity based though, not race I thought. But I'm sure race plays a minor role.

If you're just a grouper, Thurgadin will basically the only armor you will obtain in a PuG. Joining a guild will likely bring access to Kael/Skyshrine/PoGrowth armor. PoGrowth has similar stats as Thurgadin with no faction work or armor quest gems required, but killing there makes you KoS in Felwithe and Kelethin, and permanently KoS in PoGrowth.
