game load error

I have explicitly followed the instructions for installing P99, and even had a friend who recently installed Titanium and made the necessary changes who also tried to do the same on my computer after my install was unsuccessful, his attempt was unsuccessful as well. I do not have an anti-virus program currently, we're both using windows 8.1, and we're running out of ideas as far as troubleshooting goes.

I get into the server selection screen, pick the blue server and the game begins loading for about 2 seconds, then I get this error. Any help would be appreciated.
