INTERMITTENT MOVE SPEED SLOWING

I'm experiencing an issue where I randomly move at about 2/3's run speed for 5-30seconds and then go back to normal. No rhyme or reason, no logic or predictable pattern to it, but once it starts happening relogging or zoning doesn't seem to help and it seems to last a while.

Best I can describe is just get randomly "snared" by the issue and move about 30-40% slower than I should, like I've accidentally ducked or something but I haven't. Other graphics and things seem to move at normal speed during this issue, but I'll pay really close attention to that next it occurs. Still have the "running" animation, I'm just moving as fast as I should be, then poof, it's gone, then poof, it's back. Back and forth 30 minutes at a time sometimes, in 5-30 sec spans of each.

As a necro, randomly getting snared is kind of an issue. Any help or guidance as to to why this is happening?
