I've been itching to roll a necro from the beginning on PVP but after hearing how broke and rotten they are on R99 I never did. I guess there was a big patch in December that addressed some of their issues. Can anyone talk about the improvements? Are Necros inching closer to the godliness they once were in the days of old?
OR Should I just keep my 30 something rogue with no epic and terrible gear?

No one plays necro so no one knows.
Stay with Rogue because they are wanted for guilds and groups more.

Necros are strong in PvP. Lifetaps are unresistable; Darkness snare is worth a shot; few players have enough PR or DR to avoid your DoTs; and utilities like Shadowstep, damage shield, and the confusing skeleton form make you pretty great in 1v1 pvp. I imagine they're even better in group PvP because there would be others to protect them. Necros get kills. The only drawbacks would be yellow text-related: if a player zones before dying to your DoT, you don't get YT; sometimes when a player zones with very low hp, all buffs and DoTs on them are erased (so they don't die); and a player can always zone plug when you DoT them, then wait for a friend to come to the zone line and be ready to heal them. But you still win the fight. Yellow text isn't as important as zone control.
And thinking long-term, your necro could actually farm up gear/money to support your rogue...

Necro suffers from long cast times on life taps and high mana cost. With the high level healing dot you have some flexibility but generally you will get nuked or meleed down before you get most spells off.
Another big problem is the wide usage of cure pots. You can cast half your mana bar on someone and they negate your effects with a few clicks of a potion. Its not cheap but at 60 you prolly have more cash on you then the cost of a click so it is worth it.

necros scale so much better than wizards in pvp in velious also [You must be logged in to view images. Log in or Register.]
wizard will get you more kills and finishes in a group pvp scenario but a well played necro can go toe to toe with any class 1v1, especially with some of the melee changes to the hit box ditched bis geared wiz to play necro, not as fun pve but payoff in vel with massive +hp and regen gear will b fun

zlandi heart pal
You get HP regen as an iksar equal to lich with zlandi and innate regen bonus: 5 HP from zlandi Level 60: 18 sitting, 14 feigned, 12 standing Lich is -22 hp/tick and restores 20 mana/tick which is almost twice as good as c2 on you permanently. It's hawt.
