Faded Velishoul's Page Question

So ... I have gotten faded pages while hunting. My understanding is that you put the single faded page in the tome and hit combine to change the page to it's non-faded version. However, every single time I have tried it, i get a fail and lose the page. My skill is maxed for level 33 so for Velishoul's combines it should be trivial. Am I doing something wrong or does the RNG just hate me?
