Some keyboard commands aren't working

The ones I immediately noticed were 'I' for inventory window and 'F1' through 'F6' for targeting yourself and your party. I tried resetting everything in the keyboard options section in-game, but that didn't seem to help. I also tried a different keyboard. I would like to try on my laptop to see if I have different results, but I didn't know if that would get me banned for playing on 2 different machines (2 IP's). Anybody have an idea?

No, you won't get banned for playing on multiple machines. IPs come from your Internet provider, not your machine (machines have MAC addresses). And it's only considered "boxing" if you're playing more than one account simultaneously.

Go to options, then commands and click "restore defaults" That should fix your problem

2+ Boxing
"Boxing" is not allowed on Project 1999. This is defined as playing more than one character per server by the same person. This includes one person playing multiple characters on different computers.

As long as you never have more than one single toon connected to the server at one time you'll be fine. If you control 2+ more toons at once on the same server you're boxing and you'll get sanctioned.
