Quest Issue: Robe of Whistling Fists turn in

Hey so I just tried to MQ this turn in and it fudged up some how.

i spawned a fresh skele bro, turned in robe of lost circle and kc pipe and skele bro gave me robe of whistling fists right away. I was trying to MQ the whistling robe to other monk who had only chardok pipe.

So the bug is skele bro rewarded me even though i only had a partial turn in. and it was even more odd because of the messages i got....

its like he knew i didnt give the correct items and just said fuck it and gave me the whistling robe anyway

and since it was all fucked up i turned in the chardok pipe on the other monk hoping for some miracle he would get whistling robe too but instead skele bro just ated the pipe.
