Scout Blade quest not available

For reasons probably to do with faction, the Scout Blade in Kelethin is not available to rogues. You can con amiable to the whole guild and Laren (the quest-giver) just stares at you indifferently and refuses to respond to the quest dialogue.

Some Googling suggests it might be classic, but it's still bugged.
