Miscellaneous: East Freeport Guards MR buffed

[Welborne]

East Freeport Guards (across the board) are considerably more resistant to magic. Even when hit with Tashania, these NPCs are shrugging off spells WAY more often than they did pre-patch.

Not sure if this is working as intended, but I didn't see this in the patch notes.
