Possible to get VoG on vendors?

I understand the beta buff toons come with VoG (Visions of Grandeur), however I would like to use it on a non beta buff toon (sadly I dont have VoG on blue). Would it be possible to get this on vendors, or somehow get one summoned up? Would love you long time!

Or if someone would be willing to copy over a toon from blue that has the VoG scroll id also love you long time!
