Game Mechanics: NPCs interfering with arena fights?!

Kerain and Zythrawl were fighting in the Qeynos arena when suddenly npc Ginleen Harltop jumped in and killed Zythrawl.


I was under the impression NPCs were not meant to interfere with arena fighting?
