Default FS weapons > HQ ore bug

I was trying to break down fine steel weapons into high quality ore last night. I found that it only works when using fine steel daggers or flails. It does not work properly for the majority of FS weapons, however.

1 FS weap + 1 water flask: combine yield = small brick of HQ ore & small piece of HQ ore.

I believe different FS weaps yield different amounts of HQ ore. When using other FS weapons for the combine, I get the; "You cannot combine these in this container type." I checked the recipes on ZAM and I was using the correct components.

there is no other way for "evil" races to get HQ ore for making some of the best gear in classic. is this intended?
