Crystal Caverns: Shimmering Velium Ruby & Bottle of Karsin Acid

Not sure what forum to post this in since there isn't a general item bug forum.

Anyways, I don't think Shimmering Velium Ruby should be dropping. It appears to be used for a PoP quest: http://everquest.allakhazam.com/db/item.html?item=16566

Bottle of Karsin Acid: Nilbog says this exists and is dropping properly, but I've spent hours wiping this zone and haven't seen one yet. That's dozens of orcs and even some geonids (which also should drop the acid) and no drop yet. Even if it is dropping properly, the drop rate is definitely off. Allakhazam estimates 1 in 15, which seems accurate with my own experiences on live.
