Are mob spell resists normal on this server?

Just a question, but I don't remember mob resists being so bad on live servers. Especially for yellow/even con. As a wizard at level 20 with some int gear I can't solo an even con mob at all because they resist 50% of my spell casts completely. I don't remember this being an issue on live, but I did start playing during velious so maybe they were lowered. I realized red con have always resisted a ton, but I remembering being able to land most of my spells on even and lower.
