Game Mechanics: Dodge cap stuck at 75

My dodge skill cap is stuck at 75.

I got dodge at level 15 and got it up to about 73 before dinging 16. Then I got it up to about 78 before de-leveling back down to 15. When I de-leveled dodge (and other skills) was shown in red and capped at 75. I've since re-dinged 16 but dodge is still 75 and still shown in red in the skill window.

I'm not sure if the cap is supposed to be 75 and the bug is that it was allowed over, or that the cap wasn't readjusted when I re-leveled.
