Raincaller Charges

Can anyone enlighten me as to the ways of recharging this lovely instrument of death, please?

I vaguely remember a rumor of the Raincaller being rechargeable. The closest thing I could find was this link from Alla- http://everquest.allakhazam.com/db/item.html?item=2673

In summary the Alla rumor mill says it can, however the tinkering reagents to do so (deluxe toolbox specifically) aren't available until Velious.
