Paineel = labyrinth?

My issue is simple, I cannot escape town. The maps I referenced (http://wiki.project1999.com/Paineel) lead me to a stone that required a key to enter?

I spoke in-game with a few people and determined that a guard or NPC had to be hailed and then told that "I need a key" However, I couldn't determine which npc or their location.

So, any advice here would be welcomed!
