The High Elven vendor on AC isle in OOT should also carry Spell: Summon Dead in addition to her mage stock.

This spell is also located in the OOT. On the first island from Freeport, swim left of the island to another small island. On this island there are some ruins of a Tower in which resides a High Elf vendor. This vendor carries magician spells and our lvl 29 pet spell. From what I can tell, this vendor will attack necromancers on sight, so send a friend to grab the spell for ya. Cost is around 15pp.
