Spells: Bugged buff bar, bard mostly?

ok this shit caused me to die !!

serious note, i notice lots of time when i zone my buffs re-order themsevles

this occurs when im full/near full buffs

sometimes when im full/near full buffs I notice i have hidden buffs in empty slots at the bottom

upon relogging / zoning they apear at the top and reorder the list

any1 have any more insights on this? its driving me crazy...

what is exactly going on here?
