Why is druid tracking capped at 50? this is not classic. What gives?

Most certainly is classic until Velious comes out.

Skill level 20: Everquest Day 1 -> Plane of Air

Skill level 50: Plane of Air patch -> March 5, 2001 (Before Early Velious Patch)

Skill level 125: March 6, 2001 Velious Patch Upgrade -> End of Server.

The issue was that even though the window was limited to 20, the client was doing its own sorting. This led to npcs which were within proximity not showing up on track.

The 20 npc limit was removed.

It was related to the tracking window issues. It was attempted to limit the number of things that could show up at once in the tracking window to 20 entries, but the patch messed up the refreshing of mobs with rangers abilities to sort. This part was the reversal. Druid's skill levels remain as they should.
