Is it possible to raise merchants faction?

I am playing a shadowknight orge and I have been hunting gnolls in Blackburrows.

I have successfully raised the guards faction from "ready to attack" to "apprehensively", but the merchants faction remains at dubiously.

I used to be able to raise the merchants faction in the classic eq by hunting gnolls with a shadowknight, just wonders if it is a bug or merchants will never sell stuff to evil raise no matter what you do.
