He's doing something wrong, can someone assist him please?

He's a follower of my twitch channel and I would like to get him started in p99.

No idea.

What hardware are you playing on?

Follow the guide in my signature step-by-step on how to install P99 without using the EQEmuLauncher. Let me know if you encounter any problems.

Are you making it to the server select screen? Where in the login process does this error present itself?

Do you even see the Terms of Service (the initial accept/decline EULA/ToS/whatever its called)?

Looks like you're attempting to play through Windows Vista/7? (by examining the aero border on the window)

Did you install Everquest: Titanium?

Do you have DirectX installed correctly?

Why would you need .NET if you are not utilizing the EQEmuLauncher? I thought EQ only required DX?

I dunno! It was one of the problems I had when I started. I don't even remember the error now, but it was related to NET Framework. I was using the launcher.

I came back to post asking if he has run Windows updates recently. If not, do that and try again.

I'm pretty sure EQ only requires directx. .NET framework is for the launcher only. No launcher, no .NET framework requirements.

Try editing your screen resolution in your eqclient.ini to be your native resolution, and edit windowed mode. At a certain point I'm going to stop stabbing in the dark and simply ask that you attempt reinstalling from scratch.
